Parking- Liverpool

My husband got a Parking charge notice for international business park liverpool. He is the registered keeper of the car but was not the driver. The driver pulled into an access road for 2 seconds to take a phone call and so, as such was not actually 'parked', and got issued this PCN. Enclosed were 2 pictures which prove absolutely nothing. Now we have a letter from Newlyn Bailiffs saying we owe £166. I wrote to the BPA and they told me to reveal the name of the driver but it's not going to happen. what can we do now??

And you have hijacked MarySpencer's thread here. You need to start your own thread - but please, only to ask any questions you may have AFTER reading the debt collector part of the NEWBIES thread. A whole section about it in post #4 of that sticky thread and it helps us not to have to repeat what you can easily read first, there.
Funnily enough, naming the driver might be the very best plan for you - read the info on the sticky thread about naming the driver and 'rewinding the clock' so that person can then appeal and win, with our help! Assuming this must have been an ANPR postal PCN, the driver hasn't had their chance to appeal yet so the keeper can name them so they go back to square one with their own Notice being sent to them! Works best if the keeper can supply a DIFFERENT address (work address or close relative?) for the driver - any address for service is perfectly OK - to stop the PPC protesting that the household must have already seen the PCN...
Newlyn are NOT acting as bailiffs in this instance - these are merely threatogram letters from them as debt collectors, and mean NOTHING.

Naming the driver may reset the clock and allow an appeal. If they don't then it is sit and wait time.
This area is a total cash cow for VCS. Each business has its own car park so there is no overspill. The road leads nowhere,except to business's on the estate, or a long detour around Speke road. It runs adjacent to the Speke Garston coastal reserve. People sometimes stop just to look over the estuary. Or to look for a business which are not very well signed. They have a Berlingo/Kango van going around taking photos if you stop.
They do have plenty of signs but you would need to stop to read them. The major sign is on a roundabout so you could not stop to read that. (both ends)
There is absolutely no need for any restrictions, if you do see someone parked there, they normally use an unused spur. There is one old section of road that runs from Peels land onto national trust land, funnily its been blocked so you cant enter it and park up. The only vehicles you see stopped there ever are foreign lorries parked up overnight, or lorries waiting to enter a business.
There is absolutely no need for restrictions as proved by the other half of this estate which is owned by someone else and has no restrictions and no unauthorised parking problems.
Its simply a cash cow for VCS and possibly a nice brown envelope for someone at Peel every Xmas.
They would have to be mad to try one of these at court, but it hasn't stopped them doing mad things in the past.

soolin and I have sorted out your duplicate posts, please make future posts in this thread. There is no need to start a new thread unless you receive a brand new parking ticket in the future. If you post in this thread it'll be easier for the regular members to read the history of your case and give you help and advice as needed.
