I'd go back and tell them you are having VOSA retest it if they don't do it again - and properly. Then get the tyres sorted, new tyres and balancing0

You may be right - but there are no tread wear indicators in your pic.

It's a band 75% wide across the centre, it doesn't have to be the middle 75%.
No it's not. That only applies to bikes, trikes under 450kg, vehicles first used before 1933, passenger vehicles with more than 9 seats and class 5 goods vehicles. they also have a minimum tread depth of 1mm instead of 1.6mm.
For cars it's a minimum 1.6mm across the central 75% of the tread breadth - it must be (more or less) central.0 -
I would say from the picture above, it's illegal.
I wouldn't fancy my chances in court contesting it wasn't.
