Suitable Alternative Employment

Long time lurker here. This is my second post that I am hoping for some advice and/or views on!
I can think of no other way than telling the story.
Two employees, their job (same job) is ceasing, a new one has been created, two positions, they both have been invited to apply. Slightly more responsibility, more money. They could not be slotted into the job as it is a new job, not broadly similar.
Both invited to apply, selection by interview and presentation.
One gentleman is not going to apply, he has long service and is over 55 and is going to decline, hoping to receive redundancy and also get his pension early.
BUT the organisation has a redeployment register which he will have to go on for 12 weeks. He accepts this.
HR are saying that when on the register, they can offer him the job as suitable alternative employment as he has the skills to apply - that's why they invited him to.
The first issue is whether they can do this. Why invite him to apply if he can be made to have the job anyway?
Secondly is the fact that while on redeployment, he would just be offered the job and be given it, no contest.
So in that scenario, they make the first person have an interview and do a presentation, then because the other one declined - they just give him the job anyway. He didn't have to do the interview and presentation. Surely this would be disadvantaging the first person?
I would be really interested in your views as our staff forum are very confused! Many thanks in advance.
