Who normally pays for the checkout?

If it's normally the tenant why is it they don't get to choose the checkout provider?

    In what sense, who would you choose?

    Usually it's part of the tenancy, but occasionally it's an agency fee

    Disagree. I choose the destination and I choose the airline suits the budget.

    Similar activities elsewhere in the financial services are long since regulated, e.g. the broker has to disclose what add-on services are included in the commissions you are paying.

    In my case the check-out company has made a report of what needs to be replaced and compensated. I thought it was the LL job to make those decisions?

    The checkout clerk has commented that the language and the requirements that they use now have evolved a lot since the check-in 5 years ago, and many checks were simply not on the list.

    1 item that was there at the checkout was listed as missing, which already raises questions about the accuracy of the report. Needs to be challenged.

    I've looked after the property as if it were mine, and in the hindsight I should have left the property in a state an average tenant would; then I'd be more certain the deposit money is spent on the property. Nearly 15 years after being built the property looks as new without a single renovation undertaken by the LL.

    Rip-off v2.0.

    Who regulates checkout companies these days?

    If the checkout has been done then you are asking entirely the wrong question.
    If you have a dispute with the charges and deductions then you take it to the deposit scheme where your deposit was (hopefully) registered.
    The inventory company simply make a report. It is the Landlord who decides what action to take and the deposit scheme (or court) who decide the outcome if agreement cannt be reached. Pointless having a go at the inventory company.

    In my case I pay for the inventory and check in and my tenants pay for the check out. They don't get to choose as it is done by the same company who did the inventory initially.

    Its just another rip off fee that landlords like to hit tenants with. Depending on the amount they wanted I might refuse to pay it.

    No, as I said in my post, the inventory company do not make that decision. They report, they may recommend, that is all.
