Our goal is to post up information on work undertaken in the House of Commons that has a consumer focus but which may not be highlighted elsewhere.

We have posted this on the Consumer Rights board because we thought some of you might be interested in the topic of debate. We encourage discussion and comments concerning the topic or content of this thread.



Consumer Rights Bill: Second Reading
Tuesday 28 January, due to start between c.12.45-1.00pm* in the House of Commons Chamber



If the Bill goes to a Public Bill Committee we will be sure to inform you – this will mean members of the public can submit evidence to inform the scrutiny of the Bill documents.


Summary of the Consumer Rights Bill 2013-14:

The Bill sets out a framework that consolidates in one place key consumer rights covering contracts for goods, services, digital content and the law relating to unfair terms in consumer contracts.

The Bill also seeks to make provision about investigatory powers for enforcing the regulation of traders, to make provision about private actions in competition law, and for connected purposes.


How it works:

Second reading is the first opportunity for MPs to debate the main principles of the Bill. It usually takes place no sooner than two weekends after first reading.

What happens at second reading?

The Government Minister, spokesperson or MP responsible for the Bill opens the second reading debate.
The official Opposition spokesperson responds with their views on the Bill.

The debate continues with other Opposition parties and backbench MPs giving their opinions.
At the end of the debate, the Commons decides whether the Bill should be given its second reading by voting, meaning it can proceed to the next stage.

It is possible for a Bill to have a second reading with no debate - as long as MPs agree to its progress.

What happens after second reading?

Once second reading is complete the Bill proceeds to committee stage - where each clause (part) and any amendments (proposals for change) to the Bill may be debated.

    Committal

    (1) The Bill shall be committed to a Public Bill Committee.

    Proceedings in Public Bill Committee

    (2) Proceedings in the Public Bill Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 13 March 2014.

    Just to update those who are interested, now the Consumer Rights Bill has gone to a Public Bill Committee the next step in the process is the line by line scrutiny of the Bill. This will be taking place over the next few weeks and will take place in Committee Room 10, Palace of Westminster, on the following days:
    • Tuesday 25 February 2014 - 8.55am and 2pm
    • Thursday 27 February 2014 - 11.30am and 2pm
    • Tuesday 4 March 2014 - 8.55am and 2pm
    • Thursday 6 March 2014 - 11.30am and 2pm
    • Tuesday 11 March 2014 - 8.55am and 2pm
    • Thursday 13 March 2014 - 11.30am and 2pm

    The Committee must complete consideration of the Bill no later than 5pm on Thursday 13 March.

    These sessions will be open to the public on a first come, first served basis. There is no system for the prior reservation of seats in Committee Rooms.

    It is advisable to allow about 20 minutes to pass through security checks. Timings and room numbers are subject to change.

    The Public Bill Committee will be meeting for its final scrutiny of the Consumer Rights Bills on Tuesday 11 March and Thursday 13 March.
