for clarity , posts #2 , #6 and #21 gave you all the basics , plus other posts pointed you at the info in the 2 sticky threads "stuck" to the top of the forum , that contain links you click on - simple as that

the problem with your example is it only had those actual basics , no case law examples , no examples of previous cases dealt with at popla and with the assessors adjudication and the assessors name etc , just no expansion that gave them the legal framework to expand on the short appeal you posted , so yours was a core appeal with no evidence backing it up , like this one https://forums.moneysavingexpert.com/discussion/4902096 in post #34 , or this one in post #27 https://forums.moneysavingexpert.com/discussion/4939933

that is an example of how these appeals are worded, and what I meant in my earlier replies when I said it didnt look like one to me , it may well succeed at popla, but I would have taken it and expanded it, for safety reasons, also tailored it to your own circumstances too

I've paid my £16 to an appeals service save me time faffing around to ensure that I can formulate a good appeal.
The appeal was worded much the same as the one I posted above, which I was told didn't have much there!

I'm sure that this forum has helped several people fight the unfair demands made by parking companies, but if I were asked to help someone to fight an unfair demand, I would tell them exactly what they needed to do if they were clearly experiencing difficulties in navigating and finding the information they needed. £16 is a no brainer compared to a handful of hours searching for the info and formulating an appeal.
    Job done.

That's not what these posters thought and they won at POPLA with no faffing and simply by reading the NEWBIES thread advice:

    https://forums.moneysavingexpert.com/discussion/4911394

What's messy about reading ONE thread, at the top, clicking on one hyperlink 'How to win at POPLA' then adapting your POPLA appeal from the templates shown?

The reason that the £16 service was set up was to help people such as yourself who weighed things up and decided it was worth it. So I am not going to have any argument with you there.

On the point of a long or short POPLA appeal, currently a short appeal based on GPEOL and No Contract seem to win every time.

The inclusion of other points (signage, ANPR, case law) don't get ruled on very often as it is easier for the assessors to rule.

Personally, I like to present anything logically and from the beginning.

    1. Do the landowners have the right to form a time restricted contract. (Some planning consent was granted on a different free parking time limit from the one the PPC are complaining)

    2. If the company that formed the contract with the PPC are not the landowner, do they have the landowner's authority?

    3. Just what does the contract authorise the PPC to to do in its management.

    4. Are the signs compliant and fair.

    5. GPEOL

I wouldn't use case law as, honestly, I am not too sure of the relevance and, until recently, I would not have included ANPR, but recent court cases would sway my decision, I think.

Double dipping is another area that needs to be specific to the case in point.

If the PPC failed to follow the POFA requirements, then I would have as my first appeal point that I am the keeper and the PPC has failed to follow the strict requirements of POFA (and explain why) and, as I do not admit to being the driver, the appeal must be granted.

Your initial appeal was nearly there, but needed "professionalising" a bit to sharpen it up. The others on here were trying to get that over to you in order to help, not knock you. Many people have used the excellent Newbies thread that c-m knocked up and a number of those who came on here for help and were clueless at first are now regular contributors having had guidance from here. You can see that in the POPLA Decisions thread.

So, good luck with your appeal - you are in good hands and I am 99.9% certain you will win.
