Sharpen it with a knife, that's the best way. Or at least that was the way we're taught to sharpen our drawing pencils!0

If it's for kids does it matter so much? You don't want to spend alot of money on pencils that are gonna be dropped, trodden on, snapped... Just make sure you got a good pencil sharpener for repeated use. The little metal ones are durable and cheap0

Apart from a good quality pencil, use a decent pencil sharpener with a sharp blade - I've always liked the little metal ones like this

And do you look at the hardness grade - most general use pencils are HB, but I think B or 2B can be nicer to use.0 -
You can't beat sharpening a good pencil with a good penknife, so satisfying to see that good long point develop with its different faces for different jobs and then finishing the point off to suit....

Simplest answer is neither pencil nor sharpener but the user.

Whilst HB is the default pencil, if you can get a dozen B or 2B to try with the children then the amount of sharpness is less critical.
Oh & if you try any other tool than the standard issue pencil sharpener in school (Stanley or Swiss Army both spring to mind) then you are inviting lamentation...0
