Parking Eye St Peters Retail Park Mansfield

Hi
I have just received a parking charge notice reminder. I was originally advised to just ignore them but I see the latest advice is to appeal.
The parking problem happened on 02/01/2014 at St Peters Retail park in Mansfield when I was 15 minutes over the free 45 minutes. We visited a number of shops, including Boots, Home Bargains, Next, TK Max & Poundland (the only receipt we have retained is for Next).
I am the registered keeper but my OH was genuinely driving at the time but I'm not sure how I can prove this.
I would like some advice on the best course of action. Do I need to write to some of the retailers to request them to get the charge rescinded by PE?
I will send a letter of appeal to PE. Do I send the standard legal letter that has been provided on this forum or is it sufficient to say I was not the driver and therefore there is no contract between us. Would this be a valid reason for a POPLA appeal? Also, will PE ask me to reveal the name of the driver?
Any help would be greatly appreciated.

yes, complain to the landowner and shops to get it cancelled

then use this standard template but add any mitigating circumstances for "the driver" , but not naming them by accident or design, they will ask for copies or receipts or redacted bank statements and may cancel it (they did with my relative)Dear Parking Eye,
As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to your company is denied on the following:
1) this charge is not a genuine pre-estimate of loss
2) your signage does not comply with the BPA Code of Practice
3) you do not have the authority or permission to issue invoices at this location
These points and others will be raised with Popla should you not accept this appeal, and you will be expected to provide a full breakdown of of your alleged loss, and your full unredacted contract with the landowner.
If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.
Please issue your cancellation within 35 days of this letter or supply a popla code to appeal to them.

How can they have a 45 minute limit in a retail park? Who the hell would agree such an absurd time limit on shopping in this place? I think that you should be making complaints to all those retailersWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

This car park is right by the bus station, and I think football stadium, the forty five minutes is free, and I think it's then 40p for first band charge after that. You can pay at any time during first 45 minutes. It's about long enough to go to one store on site which is probably what most people do.
IIRC there's a small Boots, Next, Home Bargains, Laura Ashley, Poundland, Gregg's and Sports Direct oh and TK Maxx. The site used to be Excel Parking and has only become Parking Eye recently.
I'm not really sure why OP's other half didn't take note, set a timer on their phone and either make sure they were done or purchase a pay and display ticket. It really is cheap there.

Even so, ParkingEye are easy to beat at POPLA as their charges do not equate to a genuine pre-estimate of loss (40p then?!) and they don't own the car parks they operate in. If you 'just' received it is is out of time for keeper liability to apply. For an event on 2/1/14 it should be with you by 17/1/14. Was this the case?Dedicated to driving up standards in parking0

OK, you will just have to use the standard reasons then.
You are not the landowner and have not shown you have the landowners permission to issue charges.
Your charge is not a true pre-estimate of loss. In 2011/12 you issued more than 600,000 charges (according to the DVLA) at a maximum cost of no more than £9.3 million (according to your 2011/12 accounts). You maximum cost per charge is therefore no more than £15, and may be much lessDedicated to driving up standards in parking0 -
I 've sent complaint letters to 4 retailers and an appeal letter to PE based on the suggested template. I will let you know what happens.
