I am thinking about transferring my present credit card debt to a Barclay card low interest one, how will I know what apr I will be given when the 0% period ends without applying or if I apply and are given a high apr can I just cancel the card?
the paragraph below is pasted from the web site
You pay interest when the 0% deal ends. After the 0% period ends, any debt left on the card will start to build up interest at 18.9% representative APR (some people who get the card will be given APRs of 29.9%).

If you still have an outstanding balance come the end of the 0% initial offer period, the usual advice is to ditch & switch to whatever 0% deal is on offer at that time
Edit: Just like you suggest in your thread made 6 hours later here:
