Correct in theory, according to the networks' official policies. However, I have O2 and Three SIM cards which have always had a zero balance and on which I receive a call every six months in order to keep them active.

Same here with a 3 sim

I would choose the network with the best coverage in her area.

One doesn't usually have a choice of where one is at the time of an incoming call.
  • It looks like Ovivo only works with a smart phone, I'm hoping to use her old Nokia handset.

not the case - it works with dumb phones too - just call and texts
  • Pick up a free SIM and every once in a while send a text to yourself. I have one for when I'm using an old phone and it's fine.

Have a look at IKEA family mobile

I am at the moment looking into swapping for me, uses T Mobile carrier, I have asked if now EE, awaiting response

The web page is 2009, but AFAIK they still exist because I had e-mail from them yesterday, SIM credit never expires, but does need £10 top up to start with

Here is recent page, with current prices & FAQs http://www.yourfamilymobile.co.uk/uk-prices

No. There is no requirement to make a minimum top-up each month or maintain a minimum balance. You can top-up by as much as you like.

However, when you do top-up, the minimum amount you can top-up with is £10

Plus you can select from your own "golden number" if you wish

No connection, as stated I am looking into changing

  • I think that on PAYG you only have to make a call or text within 180 days of the last one to keep it active.

That advice was to cover all PAYG sims. As stated, some providers are more lenient.
