it was the old general hospital site of the newcastle hospitals trust. I don't still have the ticket and it was just a pay and display machine no reg number needed. The only notice i have is the one received today with pictures of my car included!

Always read the sticky threads on a forum first. The advice is here already, even if yours isn't that exact Hospital you could have read exactly what to do, in the sticky threads at the start. Should be easy to complain about to the Facilities Manager and if not, then appeal as per the other sticky thread 'Newbies read this first'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would write to PE telling them when you entered the car park, when you left and ask them to check their records in case you made a mistake on entering your Reg No.
I would keep it polite, give them all the facts and ask them to cancel once they confirm you did buy a ticket or if not, send you a POPLA code.
PE are actually one of the best for cangelling under these circumstances.
You can do the other suggestions in parallel.0 -

Just realised that the contract date in fact says 2013. I think this in fact might be a mistake but have nothing to back that up.0
