Premier Park - Formal Demand

Hi All,
I have read all of the previous forums and could not find anything that was directly comparable to my case, so thought it be best to check as i am a little concerned.
I had received a parking notice charge from premier parking at the end of November. I had sent a letter of dispute which i had written with advice and templates from this site. I had heard no reply, assuming they had given up until yesterday nearly 2 months later when i received a 'Formal Demand' for £100. I had called them today inquiring and they only replied with, yes we had received your dispute and replied - but I have definitely received no reply. Telling them this they simply said it was my problem to take up with Royal Mail and that my dispute window has timed out.
Worried i called POPLA who informed me that the window had closed and now I require a solicitor as they can not help me.
The ticket was for 'Parking in a No Parking Area' it was in a gym car park which is gated and underground and free with gym membership. There are signs but none in the area where I had parked.
I would just like to know where I stand with them not even acknowledging my dispute.

if you did not receive any reply or a popla code, complain to the BPA and the DVLA if necessary , giving them full details , especially s clark
hopefully you will get your missing popla code
but if you did receive a popla code, then its expired now

So you complain to the BPA, using the email for Steve Clark you will have seen in the 'NEWBIES read this first! FAQs' thread, when you read it first of all. You need to say what has happened and that you need the BPA to investigate and check if this PPC ever sent a rejection letter, and did it have a correctly-dated POPLA code on it? If yes you want to see a copy including the code. If not, then the PPC must of course send a POPLA code, generated now.
And did you actually send your appeal as keeper? Or as driver? Did you imply who the driver was? Did you wait for the first postal letter as we advise, or did you appeal to the windscreen ticket (not normally advised)?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Agreed. PPCs don't like paying £27 to go to POPLA and try to wriggle out.

the ppc could put it up to a grand if they like, doesnt make it enforceable !!
