UKCPS fine but no ticket was ever produced on the car

Hi there am new to this so if I have anything wrong please let me know!
A member of my family parked in the Newland Health Centre car park over christmas to pop into the Lincoln Odeon cinema for approx 30 minutes at very maximum.
Today they have recieved a fine through the post saying that because they didn't pay the £60 fine on the ticket they are now owing £100..... the one problem there is that there was no fine attached to the car, no letter, no note... no nothing so how could they of paid the £60 in the first place if nobody made them aware of the issue?
Secondly when putting the reference in on their website the information is vague at best stating " your car was in the car park at around 7PM," key word there is "around" so if they don't have a specific time how is it even valid?
Thirdly for the car park in question the letter states that they did not have a pass or didnt't pay the pay and display meter for the duration, this would be fair enough but the Health centre closes at 6:30pm and the car was "apparently seen around 7pm" thus meaning no money would of been lost by the Health centre along with the fact that there are NO pay and display machines in the car park so how can there of been any loss of income when the centre doesn't charge for parking?
There were also lots of empty spaces, by all accounts a good 90% of the car park empty.
Where do I tell them to go with regards to this as by all accounts their details are all wrong, an estimated guess on the time of parking, the Health centre was also closed meaning there was no use for clients, the term "permit holder" is invalid as it is a Health clinic where people can drop in and lastly it is not a pay and display car park.

Many of the people appear to have photos of their car and or parking fines in the first instance whereas there were none for the member here which was the strange thing.
No images where produced, no info as to the driver being male or female (Stated him or her should) , no specific time frame, no specific time stayed etc etc so kind of annoyed for them.
Will read through more and see what we can find, I found a similar post about the same place although the other people appeared to of been issued with a ticket in the first place.0 -
you can use this typical template letter and deny the charge (its not a fine , its a parking charge notice)
you could add that its the first you are aware of this issue too , but the main point here will be to get a popla code and beat them at popla, not argue semantics with them or not get into protracted letters eitherDear UKCPS,
As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to your company is denied on the following:
1) this charge is not a genuine pre-estimate of loss
2) your signage does not comply with the BPA Code of Practice
3) you do not have the authority or permission to issue invoices at this location
These points and others will be raised with Popla should you not accept this appeal, and you will be expected to provide a full breakdown of of your alleged loss, and your full unredacted contract with the landowner.
If you do reject the challenge and insist upon taking the matter further I must inform you that I may claim my expenses from you. The expenses I may claim are not exhaustive but may include the cost of stamps, envelopes, travel expenses, legal fees, etc. By continuing to pursue me you agree to pay these costs when I prevail.
Please issue your cancellation within 35 days of this letter or supply a popla code to appeal to them.

it will be private land with parking restrictions, so the vehicle should not have been parked there, doesnt matter if they are closed , but dont worry about that now, get a popla code0 -

Yeah that is true, just asked them and they said that they didnt think of not parking there due to no gates and no signs saying don't park on the entrance visable but either way £100 is absurd for something that in reality no money was lost due to not even being open and not a pay and display car park.0 -
ours is not to reason why, they are in the BPA and think they can "farm" motorists out of as much money as possible for breaking their "rules", currently the maximum is in theory £100
the fact is that the vehicle was trespassing on private land that is managed by that PPC, so they try to squeeze as much out of the transgression as they can
hence the need for the popla code

well, added to the main popla winning points that makes an even better popla defence, although its likely that popla will just go for not a gppeol

You'll have seen that one already no doubt seeing as it's on page one today and I assume you've already searched the forum for UKCPS as a keyword to read other threads...or at the very least, you will no doubt have read the other UKCPS threads on the first few pages here, when you read the sticky threads...
Complain to the BPA and DVLA as well as sending an appeal which has some appeal points like the above template but also says 'you have failed to put the location and failed to send a Notice to Keeper or PCN'. DO NOT IMPLY WHO WAS DRIVING, TO ANYONE.
I wonder if there is a pattern developing here, maybe UKCPS have got a new untrained clerk in the portacabin/caravan behind the Leeds 'Blooming Rose' pub where Hasbeen's HQ is? Wonder if young 'Demi' (or whatever imaginative name she rejoices in) is sending out the wrong letter each time?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
