PCN - Civil Enforcement Officer Lied!!!

I was dropping a friends dog off yesterday and when I turned into their road, there was a lorry parked in the middle blocking it. I stopped behind it (in the middle of the road), got out and asked the driver how long they would be, "sorry but we'll be another 10 mins" he said. At this point I noticed a civil enforcement officer sitting on a wall watching me so I got back in my car and parked it in a spare space behind the lorry.
I got out and asked the officer if I was ok to park here while I dropped the dog home, I explained that the house was 50m up the road and obviously couldn't get any closer due to the lorry blocking the road and that I would be 2 mins, she said "yes".
I checked my watch as I was under the impression (from another officer) that I was allowed 5 mins loading/dropping off, the time was 1312. I ran up the road with the dog, opened the front door, let the dog in and then shut the door again, ran back to my van and was handed a ticket by the officer, the time was now 1314!
When I said that 'you' said I was ok to park here and explained that i was allowed 5 mins dropping off time she simple said "look at the times on the ticket" and walked off! To say I'm furious is an understatement!
At this point, somebody walked up to me from across the road and told me that the second I ran off, she was going round my van filling the ticket out. The man works for the council and has said that he has no problem in being a witness to this.
Do I have a case to;
1 - Appeal this ticket and get it removed?
2 - Lodge a formal complaint against this officer?
She has blatantly lied about the times on the ticket, I can only assume that she started it the second I pulled into the road and stopped behind the lorry. She has also blatantly lied to my face by telling me I would be ok to drop the dog off!!

Just the kind of parasites that they are.
If in England/Wales then wait for your NtK - should arrive 28 - 56 days after the windscreen ticket was issued (that'll cost them a few quid).
In the meantime have a read of the stickies at the top of the Forum page.
You'll get plenty of help to fight this one off for good. And you'll be paying them nothing - in fact it will cost them if they let it go to POPLA (£27)... and if you follow the soft appeal templates and state that you will be claiming costs from them when you ultimately win at POPLA.
Put your complaint about the officer in your appeal - they'll not be bothered though, that is the nature of the slimy beasts.0 -

I read it as Civil Enforcement, as in Civil Enforcement Ltd and assumed it was on private land or privately managed roads.
If it's a council one then appeal via the council - and stating what the officer said and giving the witness details - seems like blatant entrapment. It might get cancelled.0 -
Yep - this sounds as though it is a council ticket in which case Pepipoo would be the best place to raise the query and challenge.
Including entrapment especially with a witness.
Don't confuse the PPC Civil Enforcement Ltd attendants with Civil Enforcement Officers (formerly traffic wardens) and thus council employed.0 -
Yes this is a council ticket, the enforcement is payable to Wandsworth Council!
It definitely seems like entrapment to me, I constantly see builders arguing with the same woman as she hides in bushes and round corners waiting for them to deliver things.
I have no problem with them doing their job properly but when they do things like this, it makes my blood boil! :mad:Nice to save.0 -

Calm down and win the appeal with proper challenge wording. Do NOT wait for the NTO in the post! Show your PCN, both sides, on pepipoo forum:

What bay or line were you parked on? You could claim an unloading exemption I suspect - and the fact the CEO lied won't win your case on its own, so concentrate on what pepipoo tell you about any flaws in the ticket wording. And you'll need to tell them what lines/bay you parked in, to explore the 'unloading' exemption (unless it was a no loading double/single yellow with yellow kerb blips in which case that point won't apply). Almost everyone wins their appeal with pepipoo help.

I have posted exactly the same as my first statement as this is exactly what happened. As of yet, I have had several mixed responses without anything difinitive yet so I am still confused as to what to do.
It was a residents permit/pay and display bay and the fact that the CEO told me I could park there to run the dog in when asked, seems to be entrapment to me!

I don't see there that you have shown 'your PCN, both sides' (as I said above) and nor have you shown a pic of the upright sign (a poster asked if you had viewed the CEO's photos...which would include the sign). So how can we/pepipoo know whether this perhaps was just a 'permit holder's bay' (which is NOT a residents bay). Happens a lot, could be another case of 'wrong contravention' compared to the signs/lines, could be missing wording on the back of the PCN. You never know till you show everything on pepipoo so reply there again and add the missing info.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
