I have the same problem with 2 casements on my windows that are about 14 years old,was thinking of trying another thin seal stuck to the original as it looks like my frames has bowed a bit

The hinges are at the top and bottom of the opening window. No the seal isn't meeting the window when closed. I have checked the seal and seems no different thickness than the rest of the window. It does meet all the way around the rest of the window apart from a section on the left hand side of the opening window.Yes it is a PVC window. When I open the windows the open window is supported by the new hinges I fitted on the top and bottom.

There is a guide here :
    http://upvcspareparts.co.uk/category/window-tutorials/
it is at the very bottom of the page ..numbers 4 ~ 5

it is part 5 that you may need to double check ..make sure with the first 2 screws in the window closes fully ..if not then realign the hinge until it fully closes.
I would try that first if all the components like gaskets are still in place and functioning.
the only difference is that the hinges in the photo are on the side ..Yours will be top and bottom.
