What is the current spec of the PC and what issues are you having?
    1. Have you tried to Google the answer?
    2. If you were in the other person's shoes, how would you react?
    3. Do you want a quick answer or better understanding?

not worth spending money on, buy a new one, or find out which process is hogging the cpu and put it back to it's former glory (you have enough ram already, it shouldnt be slow):

    Do what closed said.

My first step would be to remove all the bloatware that is running on the machine.
Next, a full backup, then format the disks and do a clean install.
Neither of those two will cost you anything other than time.

After that, look at saving up for a new computer - if your screen is OK, then you don't need to replace it. You'll get a new computer running up to date software for < £300.

Nothing wrong with the computer specs - virus or malware.
Do you want your money back, and a bit more, search for 'money claim online' - They don't like it up 'em Captain Mainwaring

with a budget of around £200 I would follow the above in that your current system is not worth the effort and cost of upgrading although it would be worth spending a bit of time trying to speed it up whilst you save for a new system which would be better, this being said if your just using it for the basics you actually have a few options for example

http://www.ebuyer.com/579780-zoostorm-desktop-pc-7873-1210 - if you qualify for the cashback/trade in makes it £110 add in windows 7 at ~£70 and a new system for £180 ish, yes its not top of the range but should be considerably faster than your current one

or http://www.ebuyer.com/570060-zoostorm-desktop-pc-7873-0490 with windows 7 included - these are only a couple of have found with a very quick look and im sure there will be more out there, especially if you consider refurbs as well

on a £100 shop you might on average get 70 items save
    10p per product = £7 a week ~ £28 a month
    20p per product = £14 a week ~ £56 a month
30p per product = £21 a week ~ £84 a month (or in other words one weeks shoping at the new price)

If you really want to upgrade, here is my pick. Assuming your case can take standard micro ATX motherboard & PSU are up to current standard

    A8-6600K
    http://www.amazon.co.uk/AMD-FM2-A8-6600k-Box-CPU/dp/B00DEF3DGG/ref=sr_1_4?s=computers&ie=UTF8&qid=1390387368&sr=1-4&keywords=a8+6600k

    G.Skill Ares 2 x 4GB DDR3 2133
    http://www.amazon.co.uk/dp/B007BMDTYO/?!!!!!pcp0f-21

    Gigabyte GA-F2A88XM-D3H
    http://www.amazon.co.uk/dp/B00FALMBHE/?!!!!!pcp0f-21

Please note that your existing Windows may not work if it is OEM version. And new mobo won't have IDE connector, samsung IDE HDD won't work, as well as DVD drive if it is IDE.

I suggest you just spend £300 to buy new machine. £300 would get you plenty of choice to choose.

He won't qualify for trade in. It need product less than 5 years
I would suggest go for the £180 A6-5600K instead.

Personally won't go for intel 1037U. I believe it is laptop CPU, which will make it difficult to upgrade in future.

ok if trade in is not possible then yes the A6 is a much better bet for an extra £10 as to the intel one, that was just the first system with windows pre installed, nothing too complicated as i said just a very quick look :D
