    Size of plot! Parking if you want to build flats?
    Is the property listed? assess to site and local neighbours!
    Local council plans and planning issues.
    Maybe a phone call to the local planning department just for Information might help.
    Hope you have what £100/150K sat in the bank to bring up to modern standards if flats, fire doors, mains wired smoke alarms, fire escapes etc
    total rewire with meters both gas/electric for every flat.

    Nearby 4 Bed residential property seems to be up at about £45k, maybe the saving isn't that huge?
