Are you trying to list items you have sold previously?
When putting up those listings are you using the same images and text as previously?
Are you suspended from eBay because of non-payment or because of violation?

I think we are getting away from the question at hand here and have started to try fix another problem. Could we come to the question being asked please?

Well, if you tried my suggestions before and they failed, then there must be a reason for them failing - hence the questions about what you are trying to sell.

If you advertise the same product as you did previously, using the same images, descriptions, contact details, etc, then you'll get spotted a mile off.
    1. Have you tried to Google the answer?
    2. If you were in the other person's shoes, how would you react?
    3. Do you want a quick answer or better understanding?

Yes agreed. So let's assume whatever caused the initial dispute/ban has been fixed...back to proxy servers...which ones are recommended?

Never used it for anything where personal data is required but TOR Browser is easy to use and free.

As said I don't think you're IP is being checked

anyway, Witopia is a good service
You can take your pick from a couple of dozen VPN servers throughout the world, it's reliable and fast for about $5/month
I use it to watch iPlayer and Sky etc when I'm away
Change is inevitable, except from a vending machine.

Ebay have many ways of spotting phoenix/linked accounts - addresses, card numbers, cookies, third party tracker cookies, mobile number etc. If you owe them money for instance, they will be darn sure not to get into that position again.

It's very much their rules or not at all

The question as to why it was blocked is very pertinent, as you are asking other people to help you obtain a fraudulent account breaking ebay rules. It's probably nothing to do with ip address.

You don't need to pay to do that. Just use the 'media hint' browser plug in for firefox or chrome.

Media hint is a great extension but I need a VPN when travelling anyway, especially in places like China
