Are you trying to list items you have sold previously?
When putting up those listings are you using the same images and text as previously?
Are you suspended from eBay because of non-payment or because of violation?

Well, if you tried my suggestions before and they failed, then there must be a reason for them failing - hence the questions about what you are trying to sell.
If you advertise the same product as you did previously, using the same images, descriptions, contact details, etc, then you'll get spotted a mile off.1. Have you tried to Google the answer?

Ebay have many ways of spotting phoenix/linked accounts - addresses, card numbers, cookies, third party tracker cookies, mobile number etc. If you owe them money for instance, they will be darn sure not to get into that position again.

The question as to why it was blocked is very pertinent, as you are asking other people to help you obtain a fraudulent account breaking ebay rules. It's probably nothing to do with ip address.!!
