    Make complaints to the bpa and dvla, you've appealed they haven't responded to that apart from this junk
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    The email address the OP has used is the one published for appeals.

    They are in clear breach of the BPA AOS CoP and, as part of their being a signatory to a KADOE contract with the DVLA are in breach of that contract as well. Strong complaint to the BPA and one to the DVLA and make sure that you specify that the breach of the BPA's rules constitutes a breach of the KADOE contract too.

    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

  • Is the following letter appropriate?

    Subject: Parking Charge Reference Number XXXXXXX - CP Plus Harassment

    Dear Mr./Ms. XXXX

    I am the registered keeper of vehicle registration XXXXXXX and I am being harassed by CP Plus who is a member of BPA's Approved Operator Scheme (AOS). The Parking Charge Reference Number is XXXXXXX.

    I've received a Notice to Keeper dated 15/01/2014 with an alleged parking violation on 25/11/2013 at Whipps Cross Hospital in Leytonstone. On 26/01/2014, as a registered keeper I’ve responded to the NTK with an appeal via email to enquiries@parkingcsl.co.uk and followed by a postal letter, denying any liability. I've requested CP Plus to provide a POPLA verification code for me to appeal independently as per the requirements set out on the POPLA web site, further supported by the BPA Code of Practice.

    Now, I’ve received Notification of Liability dated 13/02/2014 from CP Plus. In spite of the appeal, there is no POPLA code supplied with the letter. CP Plus is in clear violation of the BPA AOS CoP and as part of their being a signatory to a KADOE contract with the DVLA; they are also in breach of KADOE contract.

    The infringement of the BPA's rules constitutes a breach of the KADOE contract too.

    CP Plus has no business to harass a registered keeper where they have not established liability under POFA 2012. The Notification of Liability is threatening to pass my details to a debt recovery company. This is tantamount to intimidation.

    I request you to investigate this case in detail. I attach the communication received for your perusal. Please let me know the outcome as soon as possible.
