Help me understand please

Hi,
I have tryd reading through the sticky info but dont understand it. I dont want you to think i am thick but i do have learning problems and just cant get what it means. Could someone please explain in simple terms what I am suposed to do for this.
We were at a brewers fayre pub on tuesday as we have been going for years and got a ticket on the widscreen from a company called LPS local parking security ltd. It says it us a £85 within 28days or £50 within 14days. I went back into the restarant and they said that they had started charging for parking last sumer for people who wernt going in the puband we were suposed to get a ticket and then hvae it redemed in the pub. THere has always been a parking meter outside but was never in service from the day they opened.
Should I pay the ticket? we didnt see any signs to say that it had changed. if we did we would have payed the £1 parking fee. I do have my reciepts from the pub to prove we were in ther.
PLese help as I am geting very stressd about what I am suposed to do.

I would go back to the restaurant and demand that the manager has it cancelled.
In terms of LPS DO NOTHING YET.
Are you the registered keeper of the vehicle?
If yes, wait for the notice to keeper to arrive through the post. at that point you will send an appeal to the parking company, which they will reject, but it should contain a POPLA (Parking on Private Land Appeal) code.
At that point you will need to submit an appeal to POPLA. There are other stickies on POPLA appeals and the regulars here will help you to form a winning one.

It is my husband who is the registered owner. SO will see it wen it comes and i am left to deal with as he works away.
I am just woried that I mess something up and end up paying hundreds and i realy cant aford the £85 never mind more.0 -
Absolutely do not pay!
You didn't abuse the parking facilities, you were there giving the pub your custom, just because you didn't follow some silly rule they made up doesn't mean you owe them a penny!
Show your receipts and give off hell to the pub manager (not the duty manager, and certainly not the guy who happens to be behind the bar), don't accept any nonsense about them not being able to do anything. LPS are their agent, working on their behalf.
Other than that do nothing for now, if you receive an RTK through the post then make an appeal to LPS, when they reject you will submit a forum backed appeal to POPLA, with 100% chance of success.

A complaint to head office can also work. A google search just brought me this;

Title the email – FAO Andy Harrison – complaint – Brewers Fayre(Insert name/address)
Mr Harrison,
It is with regret that I have call to contact you in regard to our recent experience with Brewers Fayre, in particular with your agent LPS (Local Parking Security Ltd) and one of your staff at the above location.
Having enjoyed a meal at (Insert name/address), an establishment we have visited many times, we returned to our vehicle only to find a ‘ticket’ on the windscreen from your agent LPS.
As the parking meters at this site have never worked we immediately returned to the bar where we were informed that a £1 charge had been introduced but that because we had already received a ticket it was “tough luck”. This attitude absolutely astounded us and has prompted this note. I sincerely hope that this is not reflective of the corporate stance in such circumstances and expect that you will confirm by return that you have instructed LPS to cancel this outrageous demand.
In order for you to do that the reference number given by them is (insert PCN number).
We can assure you it is not “tough luck” and we have no intention of paying this speculative and spurious invoice.
I have already had to spend considerable time researching this matter and I now understand that LPS are unlikely to have any title to the land and will be unable to prove any genuine pre estimate of loss caused by us parking in your car park – especially when you consider we spent (insert value and attach copy of receipt/bank statement if you have it)
Indeed as LPS are acting as your agents I shall be including Whitbread in any claim I may make in relation to the time and effort expended in dealing with this matter should you choose not to have this cancelled with immediate effect.
I look forward to hearing from you.

i even payed for the deserts even though thy never bought a bill over and could hve left with out payinf0 -
some good work going on with this one
I feel you should give the actual pub manager (no lackeys though) the chance to sort this out, before any email to the CEO
if he doesnt it adds to the weight of the letter to CEO that you explored all avenues and failed, so then maybe the pub manager may regret not taking it seriously , including putting up signs saying "have you paid your parking fee" etc0
