For some reason it isn't allowing me to attach an image, because I'm a new user I think.
So it's a Standard Charge Notice? Issued by UKPPO (sorry I typed PCM by mistake earlier!).

Does it have the Council stated for payment/appeal on the ticket, or UKPPO? Maybe you can show us the ticket as this sign looks like a Council car park but this says it's run by 'Manchester Sport & Leisure Trust':

And was the car park entrance sign the same as that one?
Does the sign say UKPPO at the bottom?
And does the ticket just mention appeals and POPLA on the back? If so then it's a private 'charge notice' so wait for the NTK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
