If I appeal and it gets rejected by both PPC, and POPLA, am I eligible to pay for the full 100£. And yeah no other reason than I got delayed in class really, as a regular user of the car park for uni purposes only I hope that can hold some footing.

yep, in the meantime work on your appeal to the PPC for after the NTK arrives (as RK) ; and then also work on your eventual popla appeal as the PPC are unlikely to cancel the charge, I doubt the landowner will either as you did not give them any of your business

if it failed at popla you are informed that you need to pay the PPC

this is your choice as its not binding upon you, then they could take you to small claims court at which you can plead your case there

Is this the relative trend then nowadays, if a decision of negative is reached at appeal (POPLA) and the claimant decides to disregard any future correspondents, will the PPC likely take you to court ?

We don't lose any in almost 100% of cases (there's one recent one being complained about to POPLA). Other than that, we win.

Please show us UK Parking Patrol Office's sign on site, a photo of it (remove the http so you can post a broken link).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

For some reason it isn't allowing me to attach an image, because I'm a new user I think.

I dont think anybody can attach pictures , but you can link to them like you did

that sign doesnt mention the PPC you said, but a google search shows me that its an NCP car park near the university and not the tropical fish centre I thought it may have been

not sure who PCM is either from the earlier post

my gut feeling tells me this is an NCP car park , after googling it

The notice with the requested amount states that I should make the payment to the 'UK Parking Patrol Office' the PPC based in Deansgate. But as the Aquatics Centre is public owned with the Council I don't think correspondence would help would it ?

if its an NCP car park they may be the actual owners , no idea about the ownership as google shows NCP and not the PPC you said although it does appear to be a city council building

I doubt you will get anywhere with the landowners though, whoever they may be
