Lack of response from `Service` centre

Hi forum,
I would appreciate comments or suggestions re the following;
I have been with a broadband supplier, I`ll call then TwoTel which is part of Chatchat for 15 yrs. Last December I had to change my 32 bit pc. The new pc is 64 bit. When I tried to connect the broadband it wouldn`t do so.
I contacted TwoTel and was advised that they cannot provide broadband for 64 bit. I asked if they would migrate my account to ChatChat which apparently will support 64 bit but they `couldn`t do so` for unexplained reasons. I contacted Chat Chat directly, explained the situation and asked if I could join as a new customer (instead of migrating from TwoTel) but they said they wouldn`t accept that. Again there was no reason even though I`ve been a customer for 15 yrs.
I have contacted TeoTel via their online `service` centre a number of times without any response. I have written to them twice without response.
TwoTel have continued to charge me for my broadband package even though they cannot provide the service that they are charging for.
I have now signed up with PlusNet (co-incidentaly more that tripling my broadband speed) but my most recent bill from TwoTel still includes the broadband package that they could not provide and which I couldn`t access.
Surely no business can charge for something that it doesn`t supply?
My question is this. As I cannot obtain any response from the supposed `service` centre routes should I;
A - Refuse to pay the portion of bills which include a service I can`t access and refer the matter to Offcom OR
B - Pay the bill but include a letter stating that I am paying under protest AND THEN refer to Offcom.
I would appreciate any suggestions.

Broadband not for 64 bit is complete and utter nonsense .
The actual problem will be your PC or its connection to the router .
As i see it they can provide a service but something wrong at your end so you owe them for breaking the contract .0 -
Thanks for the reply JJ but you may have misread my question.
I agree with you, it`s ridiculous. I advised them that my new pc is 64 bit but THEY told me that they couldn`t provide 64 bit broadband.
It`s not me saying that they can`t, THEY insisted that they couldn`t do so which is my point of argument with them, they are charging me for something that they say they can`t supply.

What other equipment are you using to connect? It wouldn't by any chance be a USB modem would it? I thought the last of those had been lost with Noah's Ark. If it's a router then there is no restriction on what operating system you use to connect to it so long as it supports an ethernet or WiFi connection.
Regarding your old ISP - just tell them to cancel the service - you can't still be in contract0 -
