With respect 4cr Global Protection Services Ltd are perfectly at liberty to trade as I G Security. They are not trading as I G Security Ltd and I G Security is a separate legal entity to I G Security Ltd. Provided GPS Ltd file up to date accounts by their required date then the fact they filed dormant accounts at the end of their last trading year is not that relevant. We will see.
Returning to the OP's case the PCN - if I'm reading it correctly (it is a little blurred and the sign is almost entirely illegible) appear to follow the normal "breach of contract" format but as far as I can make out does not specify that. However, the sign appears to set out that the car park is for the use of permit holders only and - as far as I can see - makes no offer. On that basis, no offer = no contract and therefore no charge for breach.
@OP can you post up a better quality photo of the sign so we can be certain?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

That's the picture from the paymypcn.net website, they have a couple of pictures of the car and this one of the sign. I've not been there myself, but i'll try get round sometime tomorrow and get my own pictures of the signs and post on here.
