Moving from business to domestic rates

Hi all,
I am a bit new at this, so here goes what i think is a difficult question that I am hoping someone may be able to answer for me.
I lease a building that is registered as a Guest House but I no longer run it as a Guest house due to my age (I'm 72 now) and there is only my partner and myself living in the property (it's a 5 bedroomed house), I have informed my local council (Blackpool Council) and they no longer charge me Business Rates.
Can I contact people lick United Utilities and British Gas to get my Water, Gas and Electric Supplies changed from Business Tariffs to Domestic Tariffs? And if I can how would I do this?
