The ASA certainly don't think this (as clearly shown by the link to their website that you provided).
You posted this link and once it was pointed out to you that there is no mention of any of the passport/driving licence websites on the ASA website, you seem to have gone extremely quite on that particular subject.

That link basically states that they have been taking action,Following a number of complaints about the misleading nature of some of these sites we’ve been taking action to ensure their ads are clear and up-front.
which would indicate that the the sites remaining are compliant with the ASA requirements otherwise they would appear on their list of misleading websites.

Yes, and there is not a single passport application company, driving licence application company or health card application company on that list.
What do you think is the reason for that is?
