    normally they refuse to sign for anything that is registered or recorded, they know it proves they received an item, so to me you would be wasting your money and only proving that they didnt receive it

    this has already been discussed on this forum several times with the reasons for not doing so, so I would read them instead

    If the NTK was delivered late then they have no right to pursue the RK. This won't necessarily stop them harassing the RK which is why it's better to nip it in the bud with a successful appeal to POPLA.

    Are you sure that you calculated the dates correctly? Normally for the purposes of POFA Day 1 is the day after receiving the NTK not the day that it was received. However POFA lays down nothing about appeal timescales & the 28 days that you have been given is just an arbitrary rule made up by the PPC

    If it makes you feel better then send off another email to them with a copy of your appeal but emphasising that you already appealed plus send a letter by First Class Post with a certificate of posting saying the same thing. Alternatively just send a letter stating that as the NTK was out of time that they should address their invoice to the driver.
  • Thanks. I can't remember where I read that I have 28 days to appeal against the NTK, but maybe I've got that wrong. The parking company hasn't given me any timescale - they've repeatedly said it's too late to appeal. They parking company hasn't actually written to me at all - all letters are from the debt collection agency and there's no address for sending appeals to the parking company. I've complained to the BPA about this.

    If the parking company don't give me a POPLA code, am I unable to appeal to POPLA?

    correct, you cannot appeal to popla without a valid verification code from the PPC

    you then have 28 days to submit it to popla , from the date embedded in the code

    Nope, they can't really unless the BPA let them for some obscure reason...you can report them to the BPA and if you search this forum for 'TNC' or 'P4Parking' as a keyword you will find loads of threads where people have had to complain to the BPA about this. TNC send a letter out weeks late don't they, and it's not a recognisable NTK either.

    There was a thread like this only the other day, where I recall providing some links to other threads on here and on pepipoo where P4Parking had been dragged kicking and screaming towards giving a POPLA code but only when Steve Clark of the BPA investigated. His email address is in the sticky thread 'Private parking ticket? Newbies please read this first!'. You might notice in that sticky thread, I have updated it as far as P4Parking & some others are concerned, to suggest an earlier appeal by the keeper but at windscreen ticket stage (to avoid these shenanigans).

    But do the keyword search as well to read what others have done - you are not alone in this. Make sure NOT to imply who was driving nor to mention any windscreen 'ticket' that the driver may or may not have seen.

    !!!!! hawk more like.
    So they supposedly have to follow BPA guidelines.
    If you are at debt recovery stage, report to the BPA that you have never had any correspondence from the parking co. yet you are are being harassed by debt collectors.

    there are loads of popla appeal templates and previous appeals in the newbies thread here

    so find one that maybe "fits" your case and adapt it, or adapt the guys-dad one , or anything similar

    check that popla code is valid using the parking cowboys checker, and check the due date that it has to be in by , which is 28 days later, making sure you appeal well within that time, they refuse late appeals , so dont make one

    Don't use the Planning Permission one please, it isn't relevant to winning at POPLA and most car parks would not even need that sort of permission. Just find a relevant example from post #3 in the sticky thread of advice 'NEWBIES please read this first' as first linked by Redx.
