Is this car really worth £3000 more?

So I've been looking at a car lately that has what I been looking for. Silver, low mileage, the ones Ive seen fetch on average £11,500 ish on 25,000 miles. Ive just found another one that is 6 months newer, also silver but is at 12,500 miles. The asking price is £3000 higher. The car when new was about £19,000 I think. Do you think the £3000 extra is too steep, for the difference between the cars. I am interested in it but only if I can haggle some money off it. Would £12,999 be fair?
