Hi everyone
Ive read a number if threads on this topic but needed a quick bit of clarification re timescales.
I've received a 'pcn - reminder' (first letter) for an alleged incident 3.5 months ago.
Are they too late to be issuing this, as it's over 56 days?

more info needed - are they alledging that there was a windscreen ticket? If so, yes they are out of time for persuing the registered keeper.
If they are saying the letter is a reminder to a previously sent notice to keeper then that's different

There was a ticket but parking attendant made assurances it was issued in error and would rescinded. Private company, now handed over to 'credit solutions' agent0 -

You take this PCN reminder as your first Notice to Keeper (NtK), and appeal to the PPC accordingly as Keeper and making no reference to who was the driver. One of your appeal points is that their NtK is out of time for keeper liability.
For clarity ...

The letter says I'm beyond appeal time with ja solutions so was unsure what to do?0 -
One further question - where was this?
If you are certain there has been no other communication prior to the letter of 03/01/14 then create an appeal and send it to both JAP and TNC. Include a comment to TNC that the debt is denied, and to JAP that no NtK was received therefore the TNC letter is the defacto NtK and that an appeal IS allowed.
Your appeal will be on:
1. No keeper liability as the NtK is out of time per POFA2012
2. JAP have no authority
3. The PCN is not a genuine pre-estimate of loss
4. The signage was not BPA compliant
(Appropriate wording for the above can be found via the NEWBIES thread. Or example appeal wording can be found in most recent threads).0 -

Definitely no communication prior to this letter bar the ticket itself0

Jas attendant on 26/9 stated that he would get the ticket rescinded0
