Same difference, it all comes down to offer and acceptance and they have refused the offer.
Not exactly - it depends on what the terms of contract state. Remember that the OP's offer included payment - if the terms state that contract is formed on payment then the hotel have accepted the offer and are in breach of contract.0 -
