I don't think you have a snowball's chance in hell of finding copies of these but my favourite frugal cookbooks are the booklets that originated from listeners to Jimmy Young's radio programme in the sixties and early seventies. I've got Jimmy Young's Cookbook numbers 1, 2, 3 and 4.
They are falling apart now but they use store cupboard ingredients and are very simple to follow. If you put out a request someone might have one of them and be prepared to part with it.
Not me, I'm afraid.

I recently bought eating for victory, it's a collection of recipes and copied food leaflets from the war years dealing with rationing etc. Whilst I'm not particularly using it as a recipe book as it is very basic, it is a bit of an eye opener when you look at ingredients used. The recipes are all very light on the meat and I think this is a good lesson, the meat is usually the most expensive component and I think I could personally use less meat in my meals. It is big on using veg and potatoes and whilst there's a fair bit of frying used I think overall it represents a fairly healthy diet.0

I would look through your local library (and go to the on-line catalogue to look for books you can request) so that you can borrow any book that takes your fancy and copy recipes that you like.
Ferret about in charity shops as well, and if you know titles, try abebooks.0 -

If you check ebay/amazon 1,2 and 3 are generally available as used copies for under £5 each (inc. P&P).For myself I am an optimist - there does not seem to be much use being anything else.

I second any cookbook by Shirley Goode - I have the Shirley Goode Kitchen and there are many good frugal tips in it. The recipes are lovely too - In particular the soups and the Banana bread is the best one I have tasted (though I did run out of Apricot jam and substituted Golden Syrup which made it even better).The Lettuce soup is delish as is her Onion Soup.0

I would recommend the Colour Cookery [Hardcover] by Good Housekeeping. Only 1p on Amazon.
