Not only does he not have paperwork, but you don't have paperwork to prove what the job was supposed to be. So even if he says he did that work, you've nothing to say that he was to do "X work ... to achieve Y".0

Sadly, I think you will have to chalk it up to experience. I can't see your stepdad being seen as independent assessment, and I think you'd expect to pay several hundred pounds for such a report. Having owned and rebuild a number of old houses I'd be amazed if any report could lay the blame singly at "Bob" - or even 75%.
It has been an amazingly wet (and windy) time and rain has percolated in places I wouldn't expect. I have one house with a leaking conservatory (built 3 years ago), a leaking roof (patched up this summer), and a leaking front door (OK, that was me fixing it) and, for all of those, I'd lay the blame at the weather, not at the workmen (OK, door aside... that may be my fault!). "Bob's" work may have been poor, but there's no evidence to state what he did, whether he was asked or felt it would fix a specific problem, or what costs were.
"M'lud", says Bob, "I well remember tellin' the young mezelks that it'ud be the rhender wot were keeping 'is propherty dry, like, an removhal of said rendur woz not hadvisable hunder any circumstance. However, mezelks hinsisted, habsolhuely hinsisted, 'cos she wonted the stone visibhul-like, and has a consess.. konsehsh... um, ter make hit seem right-like, I honly charged 'im five hundred quid hall in. Halso, I pointed hout it'ud be lucky ter last a year like that, an' I'd need ter do anuvver five grands werk then..."

It may not be the best render job in the World, but it does sound what needs redoing may only be in part owing to a carp job, and the rest of it will pass muster until whenever...0
