Sounds like an expensive way of diagnosing faulty w/p or alternator bearings!

The thing is the noise is very intermittent. Some mornings when I start the car it really makes a screechy sound and on others it doesn't. However, I can always hear a sort of scuffing sound that never used to be there in the past.

Being a women, most of the men I try to explain this to look at me as if I am mad:(

Would a water pump or alternator problem be so intermittent as this?

The Crank pulleys have a damper on, they wear and cause the pulley to vibrate and the noise transfers to the belts and eventually wears the tensioner.
The timing belt has to come off, a new crank pulley and any worn parts replaced.

Is this not the bits they replaced though?

No, there are two belts on most cars (three on some). The auxiliary belt(s) usually running the alternator, aircon compressor, water pump, PS etc. Then there's the cambelt/timing belt, usually covered so needs a plastic casing unscrewing, runs the camshaft and crankshaft to ensure they are in time with each other. Usually behind the auxiliary belt. They replaced your auxiliary belt and tensioners.

Usually two old school methods, a stethoscope and a strobe light.
Most fast fit bolt on jobies don't have either, the stethoscope narrows the sound down to the area and a strobe light shows vibration up as a slow wobble.

Or they can just start swapping bits and hoping for the best, however the Ford crank pulley is renowned for causing such symptoms, but it is an awkward timing belt off fix.
    Be happy...;)
