If your council really do want £300 before even speaking to you, that's disgraceful. The building control people at my LA (West Berkshire) have been really helpful every time I've phoned them - obviously have to pay at the point of submitting things for approval, but they've advised me what I need to do FOC.

I think it would be a good idea to call again, different people deal with calls differently, I know it coz a very good friend worked for council in call center. Worth giving a try.

So where do you intend to put the toilet?

Are you having a toilet and hand basin in the porch and you'll close the blinds when you take a dump?

3 square metres you say. That's two for the toilet and one to open the front door.
