Building Regs/ permission needed for a new downstairs toilet ?

Morning,
I was hoping someone may be able to help me with a small query I have regarding the building of a new down stairs toilet ?
We currently have an old front porch that we wish to replace at the front of our house with a new one but we would like to incorporate a downstairs toilet into part of it.
Ive read that I can have a downstairs porch but it cannot exceed three square meters and I'm assuming that this would include the toilet space.
Would I need to apply for any permissions etc for the toilet ? I cant seem to find anything within the goverment planning portal site.

Without knowing your location, or other information, it's hard to say.
The easiest way to find out is to ask your local council planning department. Most have a pre-approval process where you can write/email with your idea and they will give you advice. Check out your local council website.1. Have you tried to Google the answer?

The local council want £300 for answering that question so I was trying to get a feel if others had needed permission before spending any money.

Have you read the sticky on this board regarding planning permission v building control? Apologies if you have, but it's not clear from your post. Think that might help, if not!
In my understanding - you might not need planning permission, but to add a toilet, I'm almost sure you DO need building control approval. I may be mistaken though...0 -

According to their website, the fee is £35, not £300.
