    Actually Londontiger's argument does make some sense, though I suspect no-one has tried it in court yet and that the OP may not be in the best position to set up a test case.

    The parking permit which you have paid for, if it is as he has described, comes with a built in adhesive and (presumably) instructions that tell you to peel off the backing paper and affix it to your windscreen.

    This creates a reasonable expectation that the adhesive on the permit will remain stuck to the windscreen, since that's its sole purpose. If it falls off then the OP has been sold a product that is unfit for purpose.

    That the fine is being issued by the same organisation that sold the unfit for purpose product in the first place does make things interesting.

    The tax disc comparison is not really the same thing. For one you have to provide your own adhesive and ensure that it is fit for purpose, and secondly, perhaps more importantly, there are two tax disc related offences. One is "using or keeping an untaxed vehicle on the road" and the other is "failure to display a valid tax disc". You can be done for the latter even if you were taxed.

    There's also things like the wording of the ticket if they have been done for "Parking without a valid permit" then that could be different to "Parking without a valid permit on display".

    Definitely one for the pepipoo I think.
