Cannot Get A Basic Bank Account, Anywhere.

I would visit your local nationwide and ask for the most basic account. I have usually found them to be very helpful when I have vulnerable clients (I work with in my job) who need a basic account but have very little ID. They have usually accepted a benefits letter and a utility bill and opened an account straight away. You need to make it very clear you want the basic account.0

I agree with the foregoing: If you are having such problems opening an account then you must be failing ID and/or residency checks. If you can't get a mainstream account there is always the alternative (pre-paid) financial products. But you will still have to pass ID and residency checks.
In the case of pre-paid products compare the cost of running the account especially ATM charges with the cost of running for example a Secure Trust Bank account. I think you will find that with over just 7 ATM withdrawals per month the STB account will be cheaper.0 -
