Parking Eye penalty charge

Hi,
I've been reading the valuable information posted on the subject of parking charges but none seem to quite fit my son's experience so I am hoping you will be kind enough to advise if it it worth following the outlined process to appeal.
My son and two friends parked their cars at Whitlingham Country Park car park down by the river and spent time there without purchasing a ticket.
They have all received NTK letters with a parking charge amount due of £100 or £60 if paid within 14 days.
Given he failed to purchase a ticket and that the NTK letter shows photographic evidence of arrival and departure time do you feel it is reasonable to appeal on the grounds that the parking charge being asked for is unreasonably high?

They each need to appeal to parking eye if this is England or Wales, or if not the registered keeper. Appeal as the registered keeper don't admit who was driving. If they reject they must give a popla code to appeal to them.

As the registered keeper of (reg) I'm in receipt of your parking invoice xxxxxx dated xxxxxx. I wish to invoke your appeals process as all liability to you company is denied on the following
1) this charge is not a genuine pre-estimate of loss
2) your signage does not comply with the BPA Code of Practice
3) you do not have the authority or permission to issue invoices at this location
If you reject this appeal please forward a popla verification code so an appeal can be made there, I will be asking for a full breakdown on the above, as you know all appeals are upheld on the points raised.
Please issue your cancellation within 35 days of this letter

of course its too high, the punishment does not fit the crime

Whitlingham Country Park is one of the very few pay & display car parks in the country where it is possible to 'top up' before departing so there is really no excuse for not paying. It's managed in a partnership between Whitlingham Charitable Trust and the Broads Authority. Payment for car parking helps support Whitlingham Charitable Trust in maintaining the Country Park and in providing Rangers to help look after it.
PE only get any money by levying their outrageous charges. As the price for parking all day is only £5 and even an Annual Permit is only £30 then the £100/£60 demanded by PE is a ludicrous & unwarranted penalty. How can the loss sustained by PE be 2-3 times the price of a car parking there all year?0 -

Yes it is! But expect a rejection, they know very well their demands are penal and set as high as they can possibly go to dodge the radar.
But POPLA however accept not a genuine pre-estimate of loss as a reasonable ground to cancel the Parking Eye charge. And such they will, at Parking Eye's expense!

Yes, make sure they ALL come here and read the 'Newbies read this first!' sticky thread at the top of the forum and simply adapt one of the dozens of first appeals linked there. And that they send an online appeal in time, then a POPLA appeal based on the 'How to win at POPLA' link in that thread. NOT an appeal about 'what happened'!
Tell them that ParkingEye sue people who ignore them so if they ere thinking of doing that, think again. But NOT TO PAY because we win every appeal at POPLA against every PPC, have done since Easter - and ParkingEye are easily beaten. It's simply a two-stage appeal that must be done in time. Game over for ParkingEye.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Funnily enough I once used that legal case (not the Shipman case!) in a POPLA appeal for someone, which shows that you can easily use the words of that Judge about 'penalties' to argue the other way! PE do pick 'em, what with adducing NCP v Mayhook and irrelevant CPS cases, and this one which has the potential to shoot them in the foot, they are pathetic. And of course this POPLA appeal would have won, as we know these arguments always do:
