So you've agreed to buy a bike and arranged a collection date... And on collection date gonna try negotiate the price or have them build another one... So why didn't you negotiate before agreeing to buy.
If they agree o build a fresh one you may find yourself arranging another day to go in to collect

Am I right in saying the ex-demo/display model isn't "new" and asking for a new bike to be built to justify paying the retail price?

What happens if they refuse? Why didn't you negotiate at the time, before agreeing to buy it?

It's not my opinion of just this store, I wouldn't put it past any salesperson :)

To be honest that's really low thinking that. With your already formed opinion I cannot see how you'd go in to the store without saying completely the wrong things with the wrong attitude. People working in this environment can spot hostility or people with a presumptuous attitude from a mile off even those people will swear they came in with a neutral attitude. If you've already got an opinion in your mind it will show a mile off however well you think you can hide it.

Based on what you've written above I can't see you going in the store without it going wrong unless you play it really well.

Just ask for a discount. They can only say one of two things.

I test rode a bike at a local bike store and I want to buy it. The guy put my name on it and said it's on hold for me to pick up tomorrow. However it was the one that was in the window, meaning it's "demo/ex-display". I refuse to pay full price, and I'll demand they either build me one from scratch or knock money off.
The time to negotiate is before you buy something! I don't see the problem with buying the bike as long as its not been used for more than a handful of demo rides. For all you know, you might have been the only rider?

You'd do better to negotiate a free service for a couple of months time when the gear cables will have stretched and need adjustment.

The shop can charge what they want for any item they have, as long as they don't try and hide the fact that its a display model (which clearly they haven't). UK consumer law does not concern itself with whether bargains are good value. That's for you to decide.

I used to work for Halfords.

If there's another bike in the back waiting to be built, we will build it for you and give you that, we won't usually sell you the display model unless it's the last one.

If the display model is the last one, and there's damage to the bike, i.e. scratches to the frame/forks, then you can ask for a discount and it's up the discretion of the manager.

However, if there is no damage, then it would have been unlikely that you got a discount, as another customer would probably come along and be happy to full price for it - plus they don't have to wait for it to be built, they can take it away almost immediately (they may have to come back in an hour or so for final checks to the bike)

This was years ago (when they still had the old blue logo and under Boots ownership), so policies would probably be changed by now.
