    ... - giving them your full Mexican bank details and ask them to get on with refunding you.
    I think it was a card refund, not a bank transfer.

    It is only my opinion but I think whoever 'processed' the refund assumed the 16 digit PAN card number was UK issued.
    Again I assume to make a refund to a card issued in another country would involve another process.I could be wrong of course.

    I think card refunds are not uncommon when people travel abroad, are processed by Visa/Mastercard and based just on the card details, most likely just on the 16-digit number.

    A sterling payment trying to be paid into a Peso account then might be the reason it failed.
  • The University of Manchester states that they were able to make a direct transfer to my Mexican debit card by using Sage Pay, and the university was informed since the beginning about the missing money. Since they were informed it has been a series of back-and-forths between the banks and them, with the university not providing any pressure to RBS and hence why I'm doing all the investigation.

    The latest update is that my bank told me that since the university is claiming that Banamex did collect the money they would need the bank authorization code. Unless I'm misunderstanding it does make more sense an an authorization code confirms that a transaction was successful while an ARN only shows that the transaction was made.

    I've received no answer from the university for over a week, hopefully it's because of the holidays and not because they're washing their hands of the issue, this of course is frustrating because it seems everything is set up so only the payer may inquire for information.

    Get them to confirm what they have told you about Sage pay.

    I can't speak for your bank in Mexico, but I know the bank I work for cannot trace a transaction using an ARN.

    2.-Can a "charge back for credit not processed" be issued based on a direct credit to my debit card as narrated below?

    Yes, potentially you could request a chargeback from your bank, providing that the original payment to the University was made using your debit card. To do a chargeback, a bank has to claim back the refund against the original transaction (See also the answer to questions 3). If the original payment was not made to the university using your debit card, then it might have been rejected by your bank in Mexico as the refund did not have a corresponding debit. There also might be an issue if the refund was processed on a different card to the original debit.

    3.-What evidence should RBS provide so that my bank in Mexico be able to track the payment?

    When processing a refund to your card, the retailer/service provider should be issuing you with a refund receipt, similar to one that you would receive when returning an item to a shop. This almost never happens, but it is part of the card acceptance rules laid down by Visa. To raise a chargeback 85 for credit not processed, you would need to provide your bank with the refund receipt or a letter from the university containing all of the information you would expect to see on a refund receipt (card number, refund amount, date of refund, merchant name, merchant ID number). The chargeback has to be raised within 120 days of the formal acknowledgement of the refund.

    4.-Given that the university seems to be washing their hands from the issue, is there another source I should be going for help?

    I can only suggest that you make a formal complaint to the University about your missing refund and if you get nowhere, you could contact the Office of the Independent Adjudicator - although I'm not sure what their remit is, they might only be concerned with complaints about grading of exams and that sort of thing.

    I agree with bonkers - I think you need to focus on the main issue here which is that the university owes you £1000. You are effectively doing their job for them by trying to trace what they may, or may not, have done.

    Are you actually living in the UK? I wonder if the time for a claim at the county court has come, on the basis that:

    (a) They owed you £1k and accept that is the case
    (b) They claim to have refunded it to your card but no refund ha sheen received
    (c) You can show no refund has been received, by showing a copy of your statement or similar

    I would think this would be quite straight forward.

    My son and I regularly transfer money between America and the UK, and the IBAN/Swift codes are always needed.
