Waiting for a refund - how long?

I moved house at the end of August, notified the council of the date I was moving and gave forwarding address.
Mid October I received a bill from my previous council saying I owed them £100 for unpaid council tax.
Got that sorted and 3 weeks later I receive a cheque in the post which was a refund for overpayment of council tax. Woohoo I thought, only to see it was made out to the wrong name.
Returned the cheque as demanded by the woman at the council mid November but today I'm still waiting for the cheque in the correct name.
Is it worth putting in a formal complaint to the council or am I being pedantic?
I don't understand how they can have the account in the right name, send a cheeky bill out in the right name but when it comes to a refund they manage to mess it up and say the delay was my fault?
