I'm someone who tends very much to the "A deal is a deal" way of thinking. But, in those circumstances, I'd pull out.

"A deal is deal" unless a Material Fact is revealed before the deal has taken place.

Flooding is biggest Material Fact you can get.

    I'd walk away.
In my last flat we had a problem with the roof and I'd get a feeling of dread every time it rained. This is potentially a far more serious and expensive problem - do you want to live like that?

Don't walk away. Run as fast as you can. flooding twice in 14 years ? Getting insurance will be difficult and cost an arm and a leg, and will a bank lend on it ?

If I was the vendor I'd be gobsmacked if someone who'd made an offer didn't pull out. The flats may not be flooded, but the foundations are - significantly.
.................:)....I'm smiling because I have no idea what's going on ...:)
