Debt collector phone calls - wrong house!

Not sure where this post belongs but would welcome any advice.
My parents have had a phoneline from virgin for 3 years and for the majority of that time have been receiving phone calls from debt collectors for mrs x. The calls are becoming more and more frequent to the point my parents are no longer answering their home phone!
They have tried many times to explain the situation to the callers with no joy. They have asked to deal with them only in writing... And have never received post for mrs x. But the calls continue.
I have registered them for TPS, and the phoneline has supposedly always been ex-directory.
Who can they complain to??

Phone numbers do get recycled after six months of disconnection so it can happen. Next time they get a call they need to ask how the company is that is calling and get as much info as possible, then right to the company giving the number called on and the approx time explaining the situation- these companies don't want to be wasting their time talking to the wrong customers.
TPS will have no effect as these companies are not trying to sell anything so will not be bound by there rules. Good luck.0 -

Fluffnutter - hadn't heard of a truecall system before, thanks, that could be an option!
My parents have already swapped telephone numbers once as they had a similar problem the first time round. They are hoping not to have to change numbers again due to the inconvenience, but will do as a last resort. Ha, they've tried all those tactics too blackpool_saver! Nothing seems to deter them!
I've done some digging and found out the name of ms x. They say thay are calling from PRA UK Group Companies (who apparently are Mckenzie Hall Ltd, Portfolio recovery associates Ltd, and PRA servicing Ltd).
I guess I need to write them a stern letter0 -
