sounds to me as if your wife needs to do exactly what stroma says in the light of your new information
at best it may mean cancellation of the charge, at worst it may generate the all important popla code, then you win at popla with help from that sticky thread

She must have been the RK otherwise she would have received a notice to driver after the lease company has forwarded her name. So the rules are that the NtK must be with them within 56 daysWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Quick Update.
I sent the letters off to the PPC and DR. I pointed out to the PPC that their NTK actually came after 81 days, well outside of the 56 day limit and therefore wasn't binding.
I recieved 2 letters from the DR in the same day. One saying that I hadn't paid and they 'may' doorstep me (which I assume was a standard churned out letter) and an extra one basically saying they have reviewed my case and still believe I owe the PPC a debt so I've got 10 days to 'make them an offer'.
I still haven't heard anything from the PPC. Any advice on the next steps?
I'm torn between offering a token sum to shut them up (£10-20) and threatening to take them to court for harrasment over a PCN that they haven't stuck to the legal timelines with

I think you have done enough. There are loads of current threads like yours about this bunch, just search this forum for 'PS&P collector' and read them too.
I would get on with your life now as the letter-chain is nearly over, you've stated your case and they cannot revert to the lease co. for payment so if you now ignore them they are scuppered. CPP don't do court anyway but if they should break the habit of a lifetime with you then you have not ignored them and your response was entirely reasonable from a person being harassed over a made-up debt. This is nothing to be spending any more time over, just keep all the letters and please update the thread in six months or so when they have stopped, to reassure other newbies.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
