BT Bill, BT option down by £3 ?????

I just got my BT bill, and it says that my BT option charge has been reduced by £3, I am only using Bt calls for Call return, and when I use the 1471 number I suppose I pay for it.
I saw they added the £4.50 for payment processing fee,( as I don't pay by DD, and never intend to), this time I am only paying 31p more than the last quarter.
I thought I would pay a lot more, has everyone got that reduction?
