However just to finish off the appeal points (before your final para on 'your expenses') you need to be saying, 'this is my appeal; either cancel the charge or send me the POPLA verification code to which I am entitled'.Please note, we are not a legal advice forum. resend a copy of it to the PPC mentioning that you have already sent this before and received no reply to it, so here is a new copy
but the letter you have wrote about above appears to be from a debt collection agency and not the ppc (the ppc appears to be P4PARKING )
they also seem to be fishing for driver details again
ps:- having done a google I would say its TNC Collection services , a debt collection arm of the parking side, hence the new red letter
P4 Parking are the creditor you say, so thats the PPC I would think

That is fine - and send a letter to P4Parking as well because TNC are a debt collector and they can't generate POPLA codes. Only P4Parking can in this instance and you will have to get the BPA to give them a slap I think, like here:

You can use a version of the letter there to send to P4Parking if you like, and you'll see the pepipoo thread where Steve Clark of the BPA stepped in. Copy that approach.
