Why would you make a formal complaint about this? Its happening in work time, but its nothing to do with the company.
Just say no, ask him not to ask you again, the end.
I'd agree that the mere fact of asking doesn't make it anything to do with the company but if lincsdan86 has already tried the stuff you suggest in your last sentence (and lincsdan86, if you haven't then I would suggest you firmly but politely do so) but they are continually bugged by the other person just continuing to ask all the time, at some point it does become a work issue I think.

I can see why that would make you uncomfortable. I hate it when people ask me for money....one family member knows I have been doing a lot of overtime lately so is always on the borrow. I work extra hours to pay for treats for myself and the hubster, not to fund someone else's night out.
The worse thing is, it's always needing money for something 'important' like fixing the car, kids nappies, unexpected bills etc....and then the next night they're bragging on Facebook about what an awesome night out they as last night....
Just. Say. No.

Hi I would wait till pay day then take him quietly aside. Say that you cannot afford to lend him money and would appreciate it if he he does not approach you for any more loans. Get your colleagues to do the same.

If it's affecting the workplace I don't see anything wrong with involving the manager. No names need be mentioned just that someone is causing a difficult environment by asking to borrow money. Ask the boss if he can send an email/letter to everyone making it clear this is not acceptable. Don't be embarrassed about refusing. Just say to the person every time they come to speak "If it is about a loan, clear off!". Don't wait for them to say anything, gte your answer in first. They will soon give up.You might as well ask the Wizard of Oz to give you a big number as pay a Credit Referencing Agency for a so-called 'credit-score'0
