Confused by amended water bill

Got myself in a pickle with the water company and I'm not even sure how, please help!
Bill for January 2013 - July 2013
Amount due at last bill £45
Payments made since last bill £150 (£25 per month)
Charges for this period £194
Account Balance £89
Bill for July 2013 - December 2013
Amount brought forward £111
Estimated charges £388
Balance carried forward to next plan £5
Total due by instalments £504 (new payment £42 per month)
So I queried why the £89 and £111 were different, as on all previous bills the amount carried forward had always matched the account balance. I wasn't saying it was wrong, I just thought maybe they'd change something about the way they bill, as the wording had changed slightly from previous years, plus they appear to have changed to only billing with meter readings once a year rather than every six months.
In response, I have received an amended bill, however, it is for the dates January 2012 to July 2012, which is how I've ended up in a mess! I assume that perhaps they have amended the wrong bill, however I can't see a logical solution even looking at the 2013 bill as to what they've done or why, so i'm now really confused!
The amended bill says the following:
Jan 2012 to July 2012
Balance bought forward £143
Charges £140
Payments made £144
Net balance for this statement £139
Current liability as of 13 Dec 2013 -£35
Figures from the original bill received July 2012 were:
Amount bought forward £18
Charges £140
Payments made £144
Balance carried forward £14
So they've completely and randomly changed it. I don't understand what this "current liability" means, where it's come from or why it's a negative figure, or how it relates to me asking about the £22 difference (the £89 and £111) in bills in the first place?!

It doesn't make any sense to me either.
Could the older revised bills been on actual meter readings, instead of estimated meter readings - or vice versa?
I would have thought that 'current liability - £35' meant a credit balance of £35.
Write and ask them to explain!0
