DocProc, I am on the electoral roll and have been for years, the following is what was sent to me on 23rd June:-Date 23/06/2007

Congratulations!! You are just one step away from becoming aHiSAVER.
In order to proceed further with opening your HiSAVE account, we request you to post us an initial deposit cheque - (Minimum amount: £1.00).
Once we receive your cheque, we will open your HiSAVE account and details regarding your account number and operation of your account will be mailed to you shortly after that.
1st e-mail above, second e-mail below time was within 1 minute of each otherDate 23/06/2007

Thank you for your application for a new HiSAVE account.
To proceed further, we request you to send us one item of certified identity proof & one item of certified address proof for the following applicant :

Required Documents :--
These documents must be certified by any bank/building society official, solicitor, accountant, commissioner of oaths, justice of the peace, legal secretary, member of parliament, police officer or an officer of the armed services.
To certify the documents, the certifier must write on the copy they are certifying:
1. "Original seen" or "Certified true copy of the original"
2. Name and signature of the certifier.
3. Occupation/status/qualification to certify
4. Date of certification
5. Business stamp if the certifier have one
6. Details of how the certifier can be contacted if needed e.g. telephone number and address
We await these documents to proceed with your account opening.

Well, I have to immediately agree that above responses from HiSave are just absolutely ridiculous.
Q. And what is one to do about it, if they themselves are not properly and adequately aware that there own account opening 'identity/money laundering procedure' is a shambles?
A. Nothing!
Just do your banking elsewhere, eh? Complain with your feet. Let their management get properly involved and do their own enquiries into things.0 -

I did e-mail them the same day, pointing out the problems, but as of todays date, I have had no response, vote with my feet, yes, but it will not alter one jot the way this type of business operate as they are multi national/£billion pound companies, so one or two (dozen) customers will not concern them.Don`t steal - the Government doesn`t like the competition0 -
I’ve got the same e-mail “one step away” (dated 30th May 2007) and they’ve asked me for a cheque and nothing else. Obviously they could established my identity and the account is now up and running (and working).
In your case they could not establish your identity. Maybe there is some irregularity in your entry at the credit reference, electoral register or wherever. It might be worth your while trying to get to the bottom of this and get your entries at the credit reference agencies. If there is an obvious mistake, you might have the same difficulties when applying for an other account.
But then, you might not and it’s all ICICI’s fault.0 -

Certification = cash cow for "professionals" anything from £10-30 just to put a signature on a piece of documentation! daylight robbery!

I also voted with my feet! I went to Icesave and it was sooooo easy to open the account.
I supplied ICICI a certified copy of my passport (certified by Abbey BS) and they would not accept it!!! Bye bye.0 -
If that's the case, it's a wonder anyone does it at all, even for a fee. I wouldn't.
If its your business, then its what you do and you get paid for it. You also know what to look out for.
