    I'm another one who can't pay a utility - apparently our house doesn't exist and therefore has no gas supply. I know both of these things to demonstrably false, as we have a roof and walls and heat and a gas meter. There is no record of the gas meter though. We've been saving in case we suddenly spring into existence/ through a wormhole.

    Which isn't what the OP was asking, I just wanted to chime in with 'it's not you - it's them'. Hope you get it resolved quickly - as the others say your LA has no say in your bills.

  • It happened to us too when we moved into our current property, it took six months of weekly phone calls and emails before EDF realised we existed and that they might like some money from us. Not as extreme an example but it certainly does happen.

    OP - why do you want a card/key payment meter? They're generally (always?) much more expensive than paying by DD.
